Facts in evidence:

1 Ashland has no homeless shelter and (like everyone else) routinely sends homeless people to Medford, thereby dumping the "problem" on someone else. Medford social service agencies are overloaded. Medford is second after Portland in the numbers of homeless people. Many of these people are actually from outlying towns, Ashland, Central Point, ect.
2 Ashland routinely shelves low income housing plans after paying for their development.
3. Ashland also pays a lot of money for community needs assessments that it is not required to create, and, rarely follows up on, that means Ashland is refusing to build the specific types of housing it knows it needs and is charging the taxpayers for assessments that seem to me, only to exist to "save face" for city planners.
4. Ashland has been brought before the ACLU for policies that, in Portland and many other big cities, have been deemed, "unconstitutional" and "cruel and unusual" punishment" by the courts.
